2 The 1908 national design

Later legislation continued to refine the exact form and legal use of the symbols rather than replacing the basic blue-white-blue identity.

3 The 1971 symbols law

Decree No. 1908, approved on August 25, 1971 and published two days later, standardized the flag in detail. It defined three equal horizontal bands, cobalt blue above and below and white in the center, with the national coat of arms centered in the white stripe.

The law also fixed the proportions at 3:5 and defined the official symbolism: blue for justice and loyalty, white for purity and integrity.
