2Divide it into two equal bands
Draw a horizontal center line. Fill the upper half blue and the lower half red. The two bands must be equal in height.
3Add the centered white panel
Create a white field at the center crossing the blue and red bands. Article 3 calls this a white square carrying the arms of the Republic.
4Place the coat of arms
Center the national coat of arms within the white field. The emblem includes the palm tree, liberty cap, trophy of arms and the motto L’Union fait la Force.
