Start with a 1:2 rectangle
The 1949 reform states that the total height of the three bands is contained twice in the flag’s length, giving a 1:2 proportion.

Divide the flag into three equal bands
Split the height into three equal horizontal stripes. The upper and lower bands are blue; the center band is white.

Place the five stars
Place four five-pointed stars so they form a rectangle parallel to the stripes, then position the fifth star at the center of that rectangle. All five stars use the same blue as the outer bands under the 1949 wording.
