Start with the official 3:2 ratio

The Ministry of Foreign Affairs gives the flag proportion as 3:2 for flags flown on land and at sea. A convenient drawing size is 900 × 600 pixels or 1500 × 1000 pixels.

The government also lists a common standard physical size of 3 × 5 feet, which uses the same length-to-height relationship.

2

Divide the field diagonally

The flag is split diagonally from the lower hoist toward the upper fly. The upper area is green and the lower area is red.

A broad black diagonal band runs between the two fields, edged on both sides by narrow yellow borders.

3

Draw the black band and yellow borders

Keep the black band centered along the diagonal axis. Add a narrow yellow strip on each side so the black band is clearly separated from both the green and red fields.

Accuracy tip: use a straight diagonal construction line first, then build the yellow edges and black center band symmetrically around it.
4

Add the two white stars

Place two white five-pointed stars on the black band. They follow the diagonal direction of the band and should be spaced evenly.

The official symbolic meaning of the stars is hope and liberty.

5

Use the official color references

When producing a digital illustration, exact RGB conversions may vary by workflow, but the published Pantone references are the best official starting point.
